POSITION DESCRIPTION:

Reporting to the Vice President of Human Resources, the Training and Development Director is responsible for planning, developing, promoting, coordinating, implementing and evaluating a comprehensive training and development program for the 1,300+ employees at Bellevue Community College. This position does not directly supervise staff, but is part of a comprehensive human resources department and will team with other human resources professionals.  The director partners with other college leaders to develop and manage an overall strategic training plan to include diversity, pluralism, inclusion and cross-cultural communication; leadership development for high performance, succession, and preparation for future challenges; supervisory training; compliance training; new employee orientation; hiring team training; professional development; on the job training; retention activities; faculty and academic administrator development; mentoring and coaching; and change management.

 

This position requires the ability to assess organizational needs, determine where training would be most useful, design or otherwise introduce new programs, implement and evaluate results.  The position requires excellent written and oral communication skills; strong facilitation and conflict resolution skills; the ability to navigate the complexities of an academic environment; and the ability to work collaboratively with a wide range of constituency groups with diverse interests and perspectives.  It requires use of a wide range of learning delivery methodologies and tools and the ability to bring innovative and cost effective training approaches to the college.  The position will be responsible for maximizing limited resources and creating innovative partnerships both internal and external to the college to optimize the learning environment through delivering a variety of training and development programs.  The position participates in college governance and works with a variety of constituent groups.  This position is integral to the college’s ability to create a positive learning and working climate supportive of all students, faculty and staff.  The college is recognized as the region’s college of choice based on excellence and realizing the college’s core values of pluralism, collaboration, shared decision making, and preparing students to be successful in a global society.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in human resources, organizational development, education, public or business administration, or a related field
  • Experience developing and administering adult training/education programs
  • Experience in curriculum design and use of a range of training methodologies
  • Demonstrated experience as a facilitator with outstanding negotiation, written and oral presentation skills
  • Demonstrated ability to work sensitively and collaboratively with a diverse employee population and community and be responsive to their needs.

 

DESIRABLE QUALIFICATIONS:

  • Master’s degree in human resources, organizational development, education, public or business administration, or a related field
  • Senior Professional in Human Resources (SPHR) and/or Certified Professional in Learning and Performance (CPLP) and/or membership in American Society for Training & Development (ASTD)
  • Experience developing and/or implementing leadership development programs
  • Experience leading and/or designing adult education programs in workforce diversity/pluralism and organizational change initiatives
  • Experience advising senior management on organizational development and leading strategic planning efforts for human resources initiatives
  • Demonstrated management experience with a role of increasing responsibility and authority
  • Prior experience working in a community college or higher education setting
  • Demonstrated success in leading small groups and developing others

ESSENTIAL JOB FUNCTIONS:

  • Infuses the college’s values of diversity, pluralism and inclusion throughout all programs and training and development activities, in collaboration with the Office of Equity and Pluralism
  • Develops an overall strategic training plan based on assessment of organizational needs now and in the future, as well as development and training needs for all college employee groups
  • Designs and develops curricula, courses and associated materials on topics that support the strategic training plan
  • Promotes, schedules, delivers and evaluates training activities using appropriate learning delivery mechanisms
  • Identifies and develops success metrics linked to the strategic training plan
  • Identifies, evaluates, negotiates with and implements vendor training courseware for campus training purposes, where appropriate and within existing budgets
  • Coordinates with other college leaders within the institution in the development and implementation of training activities
  • Develops external partnerships to introduce innovative learning and development programs
  • Ensures that all training occurs as planned and within the appropriate timeframes.
  • Represents training on project teams for assigned discipline/client group; enhances the resulting training effectiveness
  • Evaluates and makes recommendations on external training opportunities
  • Works under the direction of the Vice President of Human Resources to develop a long range organizational development plan for the college
  • Collects data on the effectiveness of training and development activities and provides continuous assessment and process improvement.
  • Manages training budget.
  • Stays abreast of training, development and learning materials, methods, and techniques, and their possible application to current and planned training/educational programs
  • Reviews and creates new policies, procedures and guidelines for consistent application across the college community

SALARYThe salary range is $55,399 - $66,479 with placement based on education and related experience.
