JOB SUMMARY:

This position will be responsible for managing the Career Opportunity Demonstration Project and Opportunity Grant Program and staff to develop and implement a more efficient system for co-enrollment of customers among the three partners which include Hopelink, Employment Security and BCC staff by utilizing the strengths of each partner within the collaborative.  Identify system barriers and systemic problems that negatively affect student success.  Develop, implement and document processes to eliminate these barriers.  Contribute to the development of a final report. Also oversees the Opportunity Grant Program to develop policies, integrate with other Workforce programs and develop strategies and processes to ensure outcomes are met.

MINIMUM QUALIFICATIONS:

  • Bachelor degree from an accredited institution and two years progressively of responsible work experience managing complex workforce development projects equivalent education/experience.
  • Demonstrated knowledge and experience working with workforce partners such as WIA, CBO’s and Employment Security etc.

 

DESIRABLE QUALIFICATIONS:

  • Demonstrated ability to relate to students, staff and faculty of varied ethnicity, ages, backgrounds and
  • Experience managing complex workforce programs that involve multiple partners and programs.
  • Demonstrated ability to implement new programs successfully abilities and a commitment to a culturally diverse environment.
        • Demonstrated ability to work effectively with diverse groups and a demonstrated commitment to cultural pluralism

 

ESSENTIAL FUNCTIONS:

  • Develop and implement a process to identify “at risk” OG students who need additional support and are good candidates for co-enrollment.
  • Work with partners to develop and implement an innovative co-enrollment process that is efficient, avoids duplication of effort for staff and customers, coordinates support and ensures everyone is working towards a shared goal.
  • Define roles for Career Opportunity staff.  Work closely with staff to identify gaps in services and work with the collaborative to determine roles and responsibilities to close these gaps.
  • Actively participate in the OG steering committee.  Develop an evaluation system to establish shared outcomes, report progress of demonstration project, and identify additional resources needed, barriers to success and progress towards collaborative goals.
  • Develop and implement a tracking system for partners to identify success/barriers of new program processes.
  • Actively participate in the development of a final report that speaks to the demonstration project successes, barriers, lessons learned etc.
  • Work closely with collaborative partners to develop and implement processes to increase coordinated services for OG customers, increase outcomes for partners and leverage staff and funding.
  • Identify, implement and document a formal progression through the three systems (ES, Hopelink and BCC) that is replicable.
  • Identify and recommend system changes necessary within each organization that can be replicated.
  • Work closely with Career Opportunity staff to identify internal and external partners necessary to provide services needed to support OG student success.  Work with partners to develop programs and systems to meet those needs.
  • Work closely with staff to identify services OG students need to support job placement, internship and mentorship opportunities; develop and implement processes and programs necessary to support outcomes
  • Develop systems to increase credential attainment, internship opportunities, employment and wage progression opportunities for OG students.
  • Oversee the Opportunity Grant Program.  Work closely with the OG staff to develop policies and processes necessary to meet outcomes.

 

SALARY:

The salary range is $39,499 - $47,399 annually with placement based on education and related experience.
